Dear Friends and Neighbors,

Thank you for visiting my website and welcome to the new 5th Senate District. I’m Catherine Cloutier your State Senator. I have served in the Senate since 2000 and because of redistricting some of you are new residents of the district while others have been in the 5th District for many years.

I believe the best way to serve and protect the citizens of my district and the State is to have a strong and independent leader working for them. Public service is not about partisanship or party label; it’s about the kinds of people we put our trust and confidence in to pass good government legislation. I work across party lines to do what is in your best interest and fight to keep partisanship and politics out of the legislative process.

I serve on eight Senate Committees and for the past 12 years I also serve on the Joint Finance Committee (JFC) the committee that is responsible for allocating the funds - that balance the budget - to allow the State to run - year after year.

My priority focus in the final days of the 146th General Assembly was to participate in crafting a balanced budget that preserves vital services and will be sustainable for the year ahead. I will continue to be very careful to make decisions that have the least impact on the taxpayers throughout Delaware, and especially in my district.

While we have accomplished a great deal in my 12 years as a State Senator, there is much work yet to be done and that’s why I’m running for re-election. My primary concerns are still for working families, job creation, economic development, education, public safety the environment and our quality of life.

It is an honor and privilege to serve as your State Senator. I value the trust and confidence placed in me. I want to make sure that I am doing all that I can serve your interests in Dover and I look forward to serving you for another term.

Please feel free to contact me at (302) 668-6171 or Email me at or at if I can be of assistance to you in dealing with state government issues.

See you soon,

State Senator, District 5
